Zone A1, City Center (Down Town)
Before you stands city center, the bleeding heart of Yerba Sur. The glass beacon of Cain Tower stands at it’s center flanked surrounded by it’s less impresses brethren and yet armored by more concrete subordinates that span blocks in any direction. Mortals scurry about the streets, those with money and influence keep to the light and move quickly from building to building only when necessary. Those without the luxury of a limo to take them to their next destination keep more to the shadows for fear the overzealous police will attempt to crack them back into line for the slightest offence.

Crime: Medium

Drugs: Medium (Narcotics, Stimulants, prescription)

Petty Theft: High (pickpocket)

Violent Crime: Low (Assault)

Locations

Cain tower:
A massive 113 story Gothic-Deco building and the dominent centerpiece of Yerba Sur's skyline. Constructed as Caine Tower in 1994 the tower served as the seat of vampire power for H.P. Beaver. The Tower was also the scene of a massive battle that saw the end of Sabbat power in Yerba Sur.

City Hall:
Constructed after the 1989 earthquake, the building shows a mix of Gothic and neo classical architectural elements. While considered to be a bit of an eyesore by lovers of the arts, the building is considered an icon to the local city.

The building has 3 floors above ground, a basement, and a sub basement that surves as parking and maintenance access.

---------------------------------------

Zone A2, North City
Not far from the lights of and glitter of downtown, North city stands as a reminder that for every winner there are at least ten losers. In this case the losers are the blue collar workers (and their descendants) who sacrificed their limbs and lives to construct iconic places like Cain Tower after the 1989 earthquake and fire. Little has been done to improve conditions in this district, most buildings that were not destroyed during the quake remain badly damaged 20+ years latter and the new construction is discounted to the point of being considered barely habitable.

Despite the cheap rent not all are lucky (relative term) enough to live in the apartments off the streets. Many homeless line the city streets sheltering in boxes abandon by the few charitable organizations that dare to try and alleviate the suffering. The few parks that remain in this district have been converted into tent cities and shelters by the many homeless wandering the streets.

Crime: High

Drugs: Rampent (Narcotics)

Victimless Crime: Rampant (prostitution, gambling)

Gang Related: High (Skinheads, Far right, bikers)

Violent Crime: Very High (Muggings, home invasions)

Zone A3, East City
The “good boy! Here’s a treat” part of town. Far enough away from the elite of the Eastern Districts to be reasonably priced yet close enough to ensure the secretaries, firefighters, police, managers, and other essential staff are quickly at hand. Compared with West City, East city is a land of luxury, which means people here have decent schools, apartment complexes have swimming pools that are well maintained, and can typically afford a new four door sedan every few years. While it maintains a decent outward appearance the people residing within the well manicured buildings are as dirty as the streets of north city.

No one sees themselves as middle managers forever, and many in this district will happily sell out even their most loyal workers if it means a promotion to the upper echelons of their respective companies. Because of this, the district has a high rate of turnover, almost always downward.

Crime: Low (closer to medium)

Narcotics: Medium (Stimulants, Anabolic Steroids)

White collar crime: Medium (Embezzlement, Fraud)

Corruption: medium (bribes, misappropriation)

---------------------------------------

Zone A4, Yerba International
SJC was completely leveled during the 1989 quake and fire leaving H.P. Beaver free to rebuild the pile of rubble as he saw fit. First, seeing his city as a the flagship sabat city in Northern California he ordered the runway capacity of the new Yerba Sur International (YSI) to have “three times the capacity” of SJC. Many households in West City had their property seized for the project.

Terminal A was the first planed, H.P. Beaver saw it as a place that should make a striking impression on dignitaries visiting from all over the United State. The Terminal was decorated with lavish finery and Sabbat related art, including public displays of “the story of Cain” and several excerpt paintings from the book of Nod.

Terminal B was meant to be even Grander than its predecessor with the sole purpose of impressing dignitaries from Mexico City. Sabbat inspired mosaics line the floors, and a mural depicting “Cain the Triumphant” is on full display along the walls of the waiting area, though it is only half finished. The events of 9/11 brought increased security from the federal government and H.P. Beaver abandon the project. Together with Terminal A, the airport has been featured on several conspiracy t.v. shows and blogs.

Terminal C and D are fairly ordinary and carry the trappings of normal “junk” art to make the place less dismal.

Crime: No Data

---------------------------------------

Zone A5, West City
Commonly called Nowhere-vill, less because it is hard to find, hell it's just to the west of city center. It’s more because this is where the “nobody’s” live. West city shares much of the same history as North City, Leveled and re built cheaply by H.P. Beaver using the cheapest of methods. The element that spared west city North city’s fate was the people whom moved into the district. The people of West city, while poor were typically better educated entry level white collar workers. Thus, through sheer self interest of the mortal leadership of the city, west city was maintained at a basic level and did not fall into complete ruin, just do not mistake maintained for nice.

Crime: Moderate

Drugs (Narcotics)

Theft (car break ins, home invasion, muggings)

Violent Crime (assault, domestic violence)
