Feeding Impacted as of 26AUG2017

Due to the recent attacks federal law enforcement has taken up post in the city. Movement is restricted and the usual dark corners are being watched. That being said, feeding is heavily impacted.
Those without a personal herd will need to spend 2 downtimes in order to feed.
Those with one dot of herd will need to spend 1 downtime in order to feed
Those with two dots of herd or more are not impacted.
